Does this offer apply to all content in the Fullscreen app?

Yes, the AT&T offer allows you to access and stream all content within the Fullscreen app available to AT&T customers in the United States (excluding Puerto Rico and the U.S. Virgin Islands).  Streaming this content won’t count against your AT&T plan’s data allowance.   However, you may see data usage on your AT&T bill for certain types of data (metadata and background data- such as program details and images). Additional Fullscreen app activities that will count against your plan’s data allowance:  Browsing or searching for shows, viewing “settings”, downloading or updating the app (if over wireless connection).
